President and principal engineer responsible for construction
management, project management, preparation of proposals,
writing and negotiation of contracts and scope of work,
supervision and coordination of engineering, design, and
drafting personnel, developing capital project budgets based
on conceptual design, and acting as the owner's representative
for construction management, dispute resolution, construction
observation, construction management, contract administration,
start-up, testing and acceptance. Clients are large and
small industrial, commercial, private homeowners, and Public
Works. Project budgets range from $5000.00 to in excess
of $500 million.
1994-1996 Cargile-Hartwig, Inc., Spokane & Winthrop,
WA.
Owner, principal engineer, and contract administrator providing
all engineering functions and contract negotiation for design
build projects for industrial and commercial customers.
Customers include both public and private. Responsibilities
involve all aspects of owning and operating a construction
business in the private and public markets employing 20
plus full time employees. Successfully expanded the company
from $1M to $7M in two years.
1989-1994 Principal Engineer, Bovay Northwest, Inc. Spokane,
WA.
Principal Engineer and project manager, preparation of proposals,
negotiate contracts and scope of work, supervision and coordination
of engineering, design, and drafting personnel, developing
capital project budgets based on a conceptual design through
construction observation to start-up, testing and acceptance.
Clients include large and small industrial, commercial and
Public Works. Responsible for industrial and public works
customer business development.
1983-1989 Manager Automation, Key Tronic Corp., Spokane,
WA.
Management and direction of 21-person mechanical design
department responsible for first copy R&D design and
construction of custom automation for production assembly.
Responsible for the concept, design and ramp into production
of a new product and all the automation required to support
production. Responsible for the concept, design, material
procurement, construction, de-bug, testing, training of
operators, and delivery of custom automation for the assembly
of electronic computer keyboards. Responsible for developing
and managing department’s fiscal budget for labor,
material, expense, and capital. Successfully completed a
special assignment to create, setup, and manage a maintenance
department for a 200-person fabrication facility that relied
entirely on custom-built machinery.
1981-1983 Manager of Engineering and Quality Assurance,
Spokane Metal Products, Spokane, WA.
Responsible for setting up a new division for a metal fabrication
company that wanted to add ASME pressure vessels to their
line of products and services. Responsible for the engineering,
design, material selection/specification, material inspection,
construction supervision, quality assurance and testing
of ASME pressure vessels and industrial component fabrication.
Contract administrator for all contracts with the State
of Washington Boiler Inspector, The National Board of Boiler
and Pressure Vessel Inspectors, and the American Society
of Mechanical Engineers. Created and implemented Quality
Assurance Program for all products (ASME pressure vessel,
UL, API, wine and agriculture). Administered contracts for
fabrication projects. Generated budgets, policies, and procedures
for Engineering, Quality Assurance and Service departments.
1979-1981 Senior Mechanical Engineer, Bovay Engineers, Spokane,
WA.
Supervision and coordination of engineering, design and
drafting personnel. Interface with client, presenting project
design package, including calculations, drawings, specifications,
and cost estimates.
1978-1979 Senior Mechanical Engineer, Instrumentation Laboratories,
Spokane, WA.
Research and Development Engineer responsible for the design
of new medical analysis equipment, construction of engineering
models, testing of actual components, and pre-production
assembly of new products. Supervised model shop, scheduled
projects, budgeted for and selected shop machinery and project
materials.
1974-1978 Power Production Engineer, Pacific Gas and Electric
Co., Moss Landing Power Plant, Moss Landing, CA.
Provided the power plant with technical support, performed
engineering studies, and monitored the performance of plant
equipment for optimum efficiency and reliability. Exercised
line supervision over assigned engineering and technical
personnel. Coordinated set-up and conducted performance
testing of all generating units and accessories to ASME
power test code standards. Provided construction observation
for and commissioning of a $13.8 million dollar, 16.3 million
barrel fuel oil tank farm expansion.
